Frank Moses
Project Manager
Frank is a Project Manager with experience delivering infrastructure, asset management and community projects across Te Tai Tokerau. His work focuses on project delivery, contract administration, stakeholder engagement and coordinating contractors to achieve practical outcomes for clients and communities.
Prior to joining the civil and infrastructure sector, Frank served 14 years in the Royal New Zealand Navy, where he developed strong values around teamwork, leadership and delivering successful outcomes. Since joining Hoskin, Frank has been involved in a range of projects for local government clients including the Twin Coast Cycle Trail, flood mitigation works, water infrastructure planning and transport projects. He enjoys working closely with clients, contractors and stakeholders to turn project concepts into delivered outcomes.
Frank’s background includes asset management, maintenance planning, contract management and construction coordination. He has developed experience managing projects through planning, procurement, construction and close-out phases, with particular involvement in community infrastructure and resilience projects throughout Northland.
Frank takes a collaborative and down-to-earth approach to project delivery and values building strong working relationships with clients, contractors and project partners. He is passionate about contributing to projects that provide long-term benefits for local communities and the wider region.
