Our People

Kevin is an experienced industry professional, providing programme and project management for our clients including NZTA and FNDC. His core skills range from operational asset management across roading and waters projects, to managing a delivery team as Project Director on large scale infrastructure programmes, network management and construction projects. With a background in contracting, managing maintenance and construction contracts, Kevin understands the cost, challenges and opportunities during the construction phase of project delivery. He works closely with contractors to get the best outcome for the project.

What sets Kevin apart is his management style; he identifies potential issues a project may face and directly manages them early to avoid impact on project delivery. His experience and temperament allow him to communicate effectively with all stakeholders and diffuse situations that may otherwise escalate. Kevin’s exceptional and inclusive people management skills ensure he has a cohesive team working for the same outcomes.

Kevin has been NZTA’s Senior Project Manager for the $24.5m SH10 Waipapa Corridor Improvements project. This project was a high-profile Provincial Growth/National Land Transport funded project which required extensive liaison with the local community, iwi/hapu, council and central government representatives. In addition, Kevin was FNDC’s Senior Project Manager on the $20.7m PGF funded Strategic Roads package for 18km of seal extensions and associated improvements on Ruapekapeka, Peria and Ngapipito Roads. He also led the delivery of the $7.5m Te Hiku Revitalisation project (Kaitaia) which enabled him to play a key role in creating some very special places in the area he was born and raised.

Kevin is passionate about Northland and the many small communities within the region. He is a proactive supporter/sponsor of local community organisations and sporting clubs.

Grace brings a practical, people-focused approach to her role as General Manager at Hoskin. Since moving into the civil construction sector in 2008, and working in Northland-based roles since 2011, she has built broad experience across project delivery, procurement, programme coordination, stakeholder engagement and contract administration.

As General Manager, Grace provides leadership across the business while continuing to manage significant projects and support staff across their own project work. She provides direction, quality assurance and day-to-day guidance to help ensure Hoskin’s work is professional, cost-effective and grounded in sound project delivery practice.

Grace understands both the projects and the people behind them. Her background working from both contractor and client-side perspectives gives her a clear understanding of the pressures, relationships and practical decisions that shape successful delivery. She is comfortable working across budgets, forecasting, programming, procurement, reporting and communication, while keeping the focus on clear, useful outcomes for clients and communities.

Her Northland experience includes infrastructure, maintenance, district facilities and community-focused projects, including work for FNDC and projects supported through the Infrastructure Acceleration Fund and Provincial Growth Fund.

Grace enjoys building trust, bringing people together and finding practical ways through complex project challenges. She brings a steady, collaborative leadership style and strong local understanding to her work, supporting clients to feel informed and confident while helping the Hoskin team deliver outstanding outcomes for Northland.

Aaron is a Civil Engineer (CPEng) with more than 20 years experience as a consulting engineering. His background encompasses a wide range of multidisciplinary civil design projects, with specialist capability in subdivision and infrastructure development. Aaron has successfully managed projects through every stage of the delivery cycle, including initial client engagement, scheme development, resource and earthworks consenting, detailed design, construction monitoring, and final completion. In addition to client management, he undertakes technical design, drafting, and the preparation of comprehensive project documentation.

Aaron’s experience includes the design of significant subdivision developments across Northland, Hamilton, Wellington, and Newcastle (AUS). His work has involved internal roading network planning, geometric road design, pavement mechanistic analysis, bulk earthworks, lot benching, three-waters infrastructure design, schedules of quantities, and detailed design reporting. He also has proven capability in the design of major intersections, roundabouts, and rural road rehabilitations.

His portfolio extends to commercial civil design for retail developments and fast-food outlets, with substantial experience in carpark layout and functionality. Aaron also brings structural drafting experience, including precast buildings, substations, service stations, and seismic strengthening works. A highly proficient 12D operator with strong AutoCAD expertise, he has supervised drafting teams and previously lectured in Civil and Structural Drawing for the NZDE (Civil) programme at NorthTec.

Darren joined Hoskin in 2023, bringing with him a strong background in local government and infrastructure project delivery. With over ten years of industry experience, he leverages his knowledge and skills to deliver successful outcomes for clients and the wider community.

Since 2023, Darren has successfully delivered a range of projects across the three districts, including walking tracks, public toilet upgrades, sports facility enhancements, and the restoration of heritage buildings. His expertise in lifecycle and asset management is particularly valuable to clients, most notably demonstrated in the development of an asset and operational strategy for the Twin Coast Cycleway. This work incorporated advanced lifecycle practices and technology-driven solutions, such as electronic maintenance scheduling and work recording systems using ArcGIS.

Darren’s skill set includes project management, quality assurance, risk and procurement management, stakeholder engagement, and asset lifecycle planning. Darren consistently approaches project teams and community interactions with a steady, composed demeano. His calm personality fosters a collaborative atmosphere where all stakeholders feel heard and respected, enabling the entire group to progress together toward shared objectives.

His recent projects include the Kai Iwi Lakes public toilet and wastewater treatment upgrade and the Baylys Beach boardwalk (add link to project) . Darren kept the project moving and stakeholders aware. Darren builds meaningful relationships and is committed to working collaboratively with all stakeholders to deliver projects that enhance the quality of life across Northland.

Di is a Senior Project Manager with 13 years’ experience delivering civil and infrastructure projects across Northland, specialising in roading, capital works, and emergency response programmes. She brings strong local knowledge, established relationships, and a practical approach to project delivery.

Across roles at Hoskin and Kaipara District Council, and through delivery for Whangārei District Council and Far North District Council, Di has managed complex, time-critical projects, including emergency reinstatement works, capital upgrades, and growth infrastructure. She is known for stepping into challenging or stalled projects and providing clear leadership to achieve delivery while managing risk, programme, cost, and stakeholder expectations.

Her experience includes procurement, contract management, and stakeholder engagement within council and Crown-funded environments. She takes a collaborative, pragmatic approach and focuses on delivering outcomes that support her clients and communities.

Elizabeth is a senior transport and infrastructure professional with over 25 years of experience delivering and managing road networks, capital works programmes, transport programmes, safety initiatives, and public infrastructure projects across New Zealand and the United States.

She has extensive experience in network and corridor management, contract oversight, and asset management planning, with a strong track record supporting councils and state agencies to deliver safe, resilient, and cost-effective transport outcomes.

Elizabeth brings a practical, outcomes-focused approach aligned with delivering network excellence, value for money, and strong stakeholder relationships. Experienced in leading multidisciplinary teams, managing capital works programmes, and providing strategic advice to councils and government agencies.

Elizabeth specialises in transport programme delivery, Safe System implementation, and designing projects to accommodate all transportation modes. She combines technical knowledge, policy expertise, and strong programme governance to deliver safe, resilient, and community‑focused transport outcomes.

Aleece keeps the Hoskin offices running smoothly, providing essential administration, programming and reporting support to the Hoskin team and our clients.

She has over 14 years’ experience in the construction industry, with technical and field experience within the sealing industry, including undertaking chipseal design. Her understanding of the industry enables Aleece to give project-specific financial and administration support to Hoskin Project Managers and Engineers.

With an NZ Diploma in Business, Aleece sets herself high standards in professionalism, presentation and accuracy. She is committed to working efficiently to get the best results possible.

Frank is a Project Manager with experience delivering infrastructure, asset management and community projects across Te Tai Tokerau. His work focuses on project delivery, contract administration, stakeholder engagement and coordinating contractors to achieve practical outcomes for clients and communities.

Prior to joining the civil and infrastructure sector, Frank served 14 years in the Royal New Zealand Navy, where he developed strong values around teamwork, leadership and delivering successful outcomes. Since joining Hoskin, Frank has been involved in a range of projects for local government clients including the Twin Coast Cycle Trail, flood mitigation works, water infrastructure planning and transport projects. He enjoys working closely with clients, contractors and stakeholders to turn project concepts into delivered outcomes.

Frank’s background includes asset management, maintenance planning, contract management and construction coordination. He has developed experience managing projects through planning, procurement, construction and close-out phases, with particular involvement in community infrastructure and resilience projects throughout Northland.

Frank takes a collaborative and down-to-earth approach to project delivery and values building strong working relationships with clients, contractors and project partners. He is passionate about contributing to projects that provide long-term benefits for local communities and the wider region.

As a project and programme manager, Jody is a strategic thinker; she thrives on implementing ‘big picture’ overall outcomes, yet remains focussed towards the task at hand. She excels at bringing people together and is an inclusive and constructive communicator. She thrives in community groups, including Māori, embracing the principles of partnership, participation and protection.

Jody has previously worked with Kaipara District Council to manage the Kaihu Valley Trail and the Kaipara KickStart Wharves projects which were externally funded through PGF. She also worked on the Ruapekapeka Road seal extension in the Far North District. This required significant hapū and community engagement due to the proximity of sites of historic and cultural importance including a Pa site. Jody recently project managed Kioreroa Road rising main upgrade, Ruakaka wastewater treatment plant upgrade, and the northern growth stormwater attenuation project.

Jody was previously a tutor for the Diploma in Civil Engineering at NorthTec in Whangārei. Jody supports the professional development of our clients and staff by sharing her knowledge of project management and procurement.

Michaela manages projects with a clear, outcome-focused approach. She works openly with clients and communities, making sure expectations, constraints, and priorities are understood throughout the project. With five years’ experience leading the Long Term Plan (LTP) process at Kaipara District Council, she has strong knowledge of council systems and practical delivery requirements. She is skilled at coordinating work streams, maintaining transparent communication, and keeping projects on time and within budget.

Michaela’s work includes public infrastructure upgrades such as sports field ground and lighting improvements (Whangārei District), public toilet upgrades (Kaipara District), and the expansion of a cemetery (Far North District Council). Paul has a Masters in Construction Management and a background spanning construction, infrastructure, logistics and project coordination. Paul brings a practical, people-focused approach to project delivery at Hoskin, combining academic insight with hands-on industry experience across construction, building supply, procurement and stakeholder engagement. Paul has developed a strong understanding of project management, his ability to communicate effectively with contractors, consultants, suppliers and clients allows him to contribute positively across all stages of project delivery.

Passionate about infrastructure, training, people development and economic regional growth, Paul is driven by projects that create long-term value for communities throughout Northland, advocating support for young people into the construction and infrastructure industries, working alongside local initiatives that encourage career pathways and workforce development. His projects include managing upgrades at the Mangawhai Water Treatment Plant, the Tikipunga Football Club Development and Te Iwitahi Whangārei Civic Centre.

Ross is a seasoned project management professional with over 20 years experience delivering complex infrastructure projects across public and private sectors. He holds a NZCE (Electrical) and certifications in governance, risk management, and utility locating. With a background in engineering and a strategic approach to leadership, he drives operational efficiency, optimises processes, and ensures projects are delivered on time and within budget. His proven ability to lead cross-functional teams and solve problems under pressure has consistently resulted in successful project outcomes and long-term value.

As a project manager, Ross oversees the full lifecycle of public works projects, including 3 waters reticulation, roading, and community infrastructure. He is known for turning around stalled or underperforming projects, most notably revitalising a series of stormwater upgrades, delivering the first ahead of schedule and under budget. His strengths lie in engaging stakeholders, defining clear project goals, and proactively managing risks to keep delivery on track.

Ross’s previous role as Contract Manager at Downer NZ saw him lead a $13M annual road maintenance and renewals contract for Whangārei District Council, achieving successful budget delivery and developing a high-performing field team. Resilient, financially astute, and an effective communicator, Ross brings tenacity and technical depth to every project he leads.

Jesse has more than six years of engineering design and drafting experience across residential, commercial, and infrastructure developments. He has contributed to the design and delivery of numerous large-scale subdivision projects throughout Northland and Wellington. His experience includes the planning and design of internal roading networks, horizontal and vertical road alignments, bulk earthworks (cut and fill), lot benching, stormwater hydrology and hydraulic modelling, water and wastewater reticulation design, as well as the preparation of schedules of quantities and cost estimates.

Jesse has also been involved in a variety of local government projects for the Whangārei District Council, including sports field developments, roundabout design, road safety improvement projects, public transport infrastructure, commercial car park design, and road marking and signage schemes.

He is proficient in the use of 12d Model for advanced civil design and modelling and has extensive experience producing and presenting engineering designs using AutoCAD.

Josh is an engineering technician with three years’ experience in engineering design and drafting across residential and commercial developments. Since moving into civil engineering, he has contributed to a number of large-scale subdivision projects throughout Northland and Wellington.

His experience includes the planning and design of internal roading networks, road geometry, bulk earthworks, lot benching, and stormwater, sewer, and water reticulation design, as well as the preparation of schedules of quantities.

Josh has also worked on a range of local council projects, including footpath design, pedestrian crossings with refuge islands, carpark design, and road line marking plans. He is proficient in 12D Model and has extensive experience using AutoCAD to produce drawing plans across a variety of civil projects.

Cale has worked for NZEM in Northland since 2006, he holds a BSc Hons (Zoology) from Otago University. Cale is responsible for extensive environmental site monitoring and scientific reporting requirements for Ngawha Generation Ltd. He provides an independent check on compliance with resource consents and also advises on ways of maintaining and improving environmental performance. His work includes testing, measuring and monitoring water quality in geothermal springs, lakes, receiving waters and groundwater.

Cale undertakes habitat monitoring, conducts mudfish surveys, stream flow measurements, soil and plant tissue sampling and manages data collection from climate station and hydrogen sulphide air monitoring equipment.

Passionate about sustainability, Cale is actively involved in a Ngaswha General Limited project to reduce greenhouse gas emissions from the geothermal power station.

He has strong technical skills and is experienced in field assessment, report writing, meeting facilitation and project management. He has also undertaken specialist training in geochemical analysis, sediment control monitoring methods and is certified to carry out electric fishing.

Heather holds a BSc in Earth Sciences and Biology from the University of Waikato, and has more than 20 years’ experience. Her core skills include testing for contaminants in ground and surface waters, coastal and riverine water quality sampling and obtaining stream and river flow volumes. Heather’s work includes monitoring of groundwater, geothermal water, lakes, springs and rivers, as well as soil and vegetation sampling for contaminants.

Heather has been working in the investigation, assessment and remediation of soils on Hazardous Activities and Industries List (HAIL) sites since the inception of the National Environmental Standards (NESCS) in January 2011. She undertakes assessments on a wide variety of sites, including orchards, commercial and industrial sites. If required she can compile remediation action plans to meet the requirements of the NESCS.

Through her membership with WasteMINZ (the authoritative voice on waste, resource recovery and contaminated land management in New Zealand), and ALGA (Australasian Land and Groundwater Association), Heather has access to a wide range of technical expertise and best practice, ensuring we give the most practical advice to our clients.

Louise is a Resource Management specialist with 20 years’ experience in consenting, monitoring and infrastructure planning. Louise has a Masters of Resource and Environmental Planning, is a full member of the New Zealand Planning Institute and has obtained industry qualifications in soil science, drinking water and wastewater treatment. Her current projects include RMA and feasibility assessments for new infrastructure, water quality and environmental monitoring and managing consenting projects.

Louise likes getting out in the field to understand what is happening “on the ground” to ensure her advice is practical and meets stakeholder requirements. A natural people person, Louise builds relationships by being genuinely interested in the needs of clients, contractors and stakeholders. Louise has lived in the Far North for 20 years and enjoys being part of projects that benefit the Far North.

Olly is a Senior Ecologist with several years of consultancy experience and a broader background spanning research and lecturing. He works across freshwater, wetland, and terrestrial environments, undertaking ecological assessments, monitoring, and technical reporting for a range of clients.

Olly’s experience includes long-term environmental monitoring programmes associated with wastewater discharges and water abstraction schemes across Northland. His technical experience includes wetland vegetation assessments, stream habitat assessments, Macroinvertebrate Community Index (MCI) sampling, water quality monitoring, freshwater fish surveys and bird monitoring. He has also assessed ecological values within High Conservation Value (HCV) areas in Northland forestry estates. He has undertaken numerous lizard and terrestrial invertebrate salvage and translocation projects across Northland, including machine-assisted lizard salvage operations.

In addition to consultancy, Olly has 25 years of experience as an ecology lecturer at NorthTec and 10 years as a research scientist with AgResearch, where he specialised in insect pasture pest ecology and the biological control of pasture pests. He also has a strong research background in aquatic and terrestrial invertebrate ecology and taxonomy. Current research interests include the description of new landhopper species and a comprehensive revision of New Zealand’s landhopper and sandhopper taxonomy.

Olly also undertakes technical and peer review of ecological reports and scientific publications, assessing methodology, interpretation, and conclusions against regulatory requirements, scientific evidence, and current best practice.

Aimee is a civil engineer with 11 years’ experience working across infrastructure consenting, network operations, and compliance in local and central government environments.

Experienced in reviewing and approving third‑party works affecting the transport network, carrying out site inspections, and applying engineering standards to ensure construction activities meet regulatory and safety requirements. She has a strong track record of working with stakeholders, preparing clear technical documentation, and supporting the safe, reliable performance of transport and public infrastructure networks.

Ashleigh is an Asset Management Engineer, supporting the planning, performance, and optimisation of the Far North’s roading network. Her work focuses on asset management, network analysis, GIS mapping, data modelling, and developing practical tools that support maintenance and investment decisions.

With a Bachelor of Engineering in Mining Engineering and almost ten years of experience across engineering, operational planning, risk management, and asset management, Ashleigh brings a strong analytical approach to solving complex challenges. Before moving to New Zealand, she held a variety of technical and leadership roles within the mining industry, gaining extensive experience in planning, scheduling, performance monitoring, and operational decision-making.

Ashleigh enjoys working with large and complex datasets to identify trends, improve planning, and develop practical solutions that deliver long-term value for communities. She has a particular interest in asset management, data visualisation, spatial analysis, and using technology to support smarter infrastructure management.

Originally from South Africa, Ashleigh relocated to New Zealand with her family and is proud to now call Northland home.

Jacob is our Lead Asset Management Engineer. An expert in AWM (Previously RAMM), his main activities include updating and collection of asset data, identifying SCRIM treatments, auditing, and inspecting assets. SCRIM (Sideway-force Coefficient Routine Investigation Machine) is a specialist vehicle used to continuously measure the wet-road skid resistance of road surfaces. By evaluating how safely vehicles can brake and corner, SCRIM surveys help roading authorities target maintenance—such as resurfacing or water blasting—to high-risk areas and reduce accidents

Jacob has 13 years’ experience in asset management on road maintenance and construction projects, and nine years’ of working with SCRIM(T10). Jake is confident when it comes to choosing the best road maintenance treatments, programming work, and communicating with people on site to make sure a job runs smoothly, safely and with a quality end result. Jacob’s focus is always on top-quality asset data and physical work.

Jared is an accomplished Project Manager specialising in civil infrastructure consultancy, with a strong track record of delivering high-performing projects from initial planning through to completion. Based in the Far North of New Zealand, Jared is well-positioned to support projects throughout Northland and is available to provide services across the wider region as required.

He brings a strategic, solutions-oriented mindset to every engagement—helping clients navigate complex challenges while maximising value, safety, and long-term outcomes. Jared’s strength lies in aligning project delivery with both client objectives and community needs. With a deep understanding of the full project lifecycle—from design and resource planning to construction and stakeholder coordination—he ensures every stage is executed to the highest standard.

His expertise spans the efficient allocation of personnel, optimal utilisation of plant and equipment, and disciplined financial oversight. Known for his professional, ethical, and collaborative approach, Jared builds strong, transparent relationships with clients, consultants, contractors, and regulatory bodies.

Jared holds a Bachelor of Civil Engineering with Honours from the University of Auckland. His research has been internationally recognised through publication by the World Conference on Transport Research Society. He began his career with leading infrastructure firms Fulton Hogan and Wharehine Construction Ltd, and joined Hoskin Civil as a Project Manager in 2022.

John brings over 30 years of experience in the road maintenance and civil construction industry, with a strong background in operational and contract management. Having worked with contractors and local authorities across Northland and the Far North, he has developed a deep understanding of regional challenges and is skilled at solving problems early in the project lifecycle.

His extensive experience includes managing road maintenance contracts, pavement repairs, drainage improvements, and storm response. John’s expertise also spans civil construction plant operation, surfacing treatments, and overseeing smaller civil projects. He is known for his inclusive management style, strong communication, and commitment to health and safety, ensuring projects deliver maximum value to clients and communities.

John’s qualifications include certifications in civil construction, road surfacing, and environmental management. With a focus on quality and efficiency, he continues to bring significant value to road network maintenance and renewals across the region.

Luke is a detail-oriented project support professional with experience in project management support and asset management. He contributed to asset data collection for the Te Hiku Revitalisation Project, covering 81 projects across Kaitaia, Awanui, and Ahipara, including public amenities and recreational assets.

He has strong experience in Operational Performance Measures (OPM) audits, completing monthly audits over the past five years and six-monthly night audits over the past two years across the Northland state highway network, with a focus on compliance, safety, and procedural integrity.

His work includes AWM validation of drainage dispatches, condition assessments of transverse culverts, and support during the Northland NOC contract closeout, including non-compliant OPMs. He has also undertaken condition assessments for Far North District Council playgrounds and public toilets.

Luke also has practical skills in AutoCAD and graphic design, supporting project documentation, planning, and communication.
