NZTA MSQA Programme – Northland Rehabilitation Projects

We’ve have provided Management, Surveillance and Quality Assurance (MSQA) services across a programme of roading rehabilitation works delivered for NZTA in Northland.

These works form part of an accelerated programme of pavement rehabilitation and road rebuilds, aimed at improving network condition, resilience, and safety across the state highway network within a condensed delivery timeframe. This accelerated approach reflects a broader increase in investment and activity focused on rebuilding sections of the network with the greatest need.

Key projects within the programme include the Akerama and Towai Road Rebuild contract, and the Dargaville West and Northwest Rehabilitation contracts. Our role has been to support NZTA through independent oversight of construction delivery, making sure works are completed to contract requirements, specifications, and long-term performance expectations.

The challenge

The rehabilitation works involve upgrading and rebuilding sections of the existing road network that are often already under stress due to age, traffic demand, and environmental conditions. Key challenges include:

• Delivering construction works on live transport corridors while maintaining safe, efficient traffic flow
• Managing variable ground conditions and existing pavement performance issues across multiple sites
• Ensuring consistency quality across different workstreams and locations within the programme
• Coordinating between contractor, client, and other stakeholders to maintain alignment with programme expectations
• Verifying that completed works meet NZTA specifications and long-term performance requirements

Our approach

We’ve focused on providing independent, practical oversight of construction activities, while maintaining strong working relationships with both the contractor and NZTA. Key elements of the approach include:

• On-site surveillance to monitor construction activities and verify compliance with contract specifications
• Clear communication between NZTA, contractors, and delivery teams to support timely decision-making
• Practical engineering judgement to assess construction quality and workmanship
• Accurate records and documentation to support quality assurance and audit requirements
